Role Overview
Leads purchasing for all Tank Business Line opportunities and contracts including bidder prequalification, bidder lists, bid solicitation, bid analysis, negotiation and commitment of purchase orders. Performs administration of purchase orders following commitments involving high monetary expenditure or risk, engineered technical specifications, or supplementary commercial conditions. Develops and monitors purchasing master pro-forma documents for both domestic and international projects. Develops and monitors databases for vendors and historical cost information. Supports Sales and Estimating with material costs for proposals and budget cost estimates. Participates in the planning, work hour calculations and budgeting as it relates to project purchasing activities.

Forms and issues purchase orders by performing the following:.
•
Prequalifies bidders for steel plate, structural steel, insulation, accessories, and other tank related speciality items.
•
Prepares bidders' lists and negotiation plan
•
Assembless bid packages.
•
Issues bid requests.
•
Coordinates responses to bidders' questions.
•
Receives and analyzes bids.
•
Coordinates in-house review of bids by other departments.
•
Prepares Commercial Bid Summary and recommendation letter.
•
Leads negotiations with vendors.
•
Recommends and secures approvals in accordance with established procedures.
•
Prepares and commits orders.
•
Prepares and maintains control and status reporting documents.
1.
Administers assigned purchase orders, performing the following functions:
•
Establishes files and controls for all outgoing and incoming correspondence on each assigned order.
•
Monitors supplier performance for conformance to commercial terms.
•
Monitors activities by Engineering and other in-house functions to ensure compliance with the order terms.
•
Initiates follow-up actions with the supplier or in-house functional group to ensure performance in accordance with contract terms and conditions.
•
Informs or works with other project Procurement personnel as assigned to the administration of the order.
•
Assists tank project with change management and problem solving related to material and equipment purchases.
•
Analyzes and distributes those suppliers' reports specified in the order/contract.

Communicates with suppliers as necessary to achieve required service and results from potential and actual suppliers to meet project needs.

Communicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions.

Works with other project functional groups, primarily Engineering, Construction, Supplier Quality, Expediting, Traffic & Logistics, Project Controls, and other services.

Partipates in the development of Tank Business Line and project purchasing procedures.
5.
Provides vendor, cost, and schedule information to support sales and estimating:
•
Maintains vendor lists and contact information
•
Develops and maintains vendor performance information
•
Develops and maintains historical material and equipment cost and schedule information
•
Studies industry trends and and economic data to formulate strategies with respect to escalation
•
Furnishes budget cost estimates for materials and equipment in support of budget estimates developed for clients
•
Furnishes quotations for materials and equipment in support of estimate preparation.
•
Participates in the planning, work hour calculations, budgeting, and other related activities in preparing staffing requirements for projects and estimates.
Duties also include:
•
Evaluates bids commercially
•
Reviews and comments on special payment billings.
•
Participates with Engineering and supplier representatives in discussions held to clarify purchase order documents and/or specification requirements. Identifies, defines, and secures agreement regarding potential changes.

Initiates and processes revisions that establish scope and effects on cost and schedule of agreed upon changes
Qualifications
•
Bachelor’s Degree Required
•
5+ years purchasing experience
•
Effective oral and written communications skills.
•
Experience purchasing tank materials and components in general (steel plates, structural steel, tank fittings and accessories, etc.).
•
In particular extensive knowledge of steel plate suppliers and procurement of steel plate.
•
Experience purchasing 9% nickel steel plate and weld consumables for LNG storage tanks
•
Experience purchasing Foamglas for tank bottom insulation systems, resilient fiberglass blankets for compaction control systems, perlite, and other cryogenic tank insulation materials
•
Experience purchasing cryogenic tank relief valves, instrumentation, and other specialty items.
•
Experience with contracting for tank component fabrication services.
•
Experience in dealing with international supply sources. Experience in the formation and administration of purchase orders.
•
Knowledge of business administration procedures, techniques, and business ethics.
•
Proficiency and experience in the formation and administration of purchase orders.
•
Understanding of applicable commercial terms, conditions, and legislation governing the buying and selling of goods and services.
•
Domestic and international travel will be required
